Biography
Work experience She obtained her PhD from the National University of Singapore, 1984. She teaches, does research and consultancy work, in and outside of Singapore. She served Sheikh Hamed Bin Zayed Al Nahyan (Managing Director and Director at Abu Dhabi Investment Authority) in the Government of Abu Dhabi, United Arab Emirates (UAE) from 2004 to 2012 as Head, Strategic Planning, Department of Economic Development. Concurrently with that, she was Senior Economic Adviser in the Abu Dhabi Council for Economic Development to steer its inception in 2006 to prepare for Abu Dhabi Vision 2030 as its master plan. Simultaneously, she was advisor for establishing Zonescorp (equivalent of Jurong Town Corporation, Singapore) n 2004, for industrialisation in Abu Dhabi. In the UAE, she was also Adjunct Professor in the UAE University and UAE Higher Colleges for Technology, teaching in their MBA programmes. She was also resource person for Centre for Management & Professional Development, Dubai University, UAE. Currently, she is Senior Research Fellow, Asia Competitiveness Institute in Lee Kuan Yew School of Public Policy, National University of Singapore. She is a consultant and co-investigator for Central Provident Fund, Singapore together with Ministry of Health and other ministries for their joint longitudinal study on Retirement and Health Study (RHS) since 2012 in both the RHS Steering Committee and Working Committee. For that, she is registered in Collaborative Institutional Training Imitative (CITI) for Certificate on Biomedical Research at University of Miami. In 2014, she is on the Experts Panel, Centre for Liveable Cities set up by the Ministry of National Development and Ministry of Environment, Water Resources, Singapore. She was also economic advisor in Singapore-based Hexagon Development Advisors Pte Ltd, 2010-2012 and continues to collaborate with its related government-linked SingBridge International Investments Pte Ltd.
Research Interest
Her academic areas of specialisation include public sector economics and public policy; public enterprises and privatisation; social security and retirement, including ageing; health economics; human resources development and manpower policies; international trade and regionalism; international political economy; development economics and macroeconomic public policies related to economies in Asia Pacific, Association of Southeast Asian Nation (ASEAN) and Gulf Cooperation Council (GCC). She headed the Human Resources Development (HRD) taskforce in the Pacific Economic Cooperation Council (PECC) when it was first set up in the late 1990s and has served as Secretary in the Singapore National Committee for PECC (SINPEC) for many years.
