Biography

Catherine is the Director of the Public Services Academy and leads the consultancy work for INLOGOV at the University of Birmingham. She has a particular research interest in delivering change within the public sector and her areas of interest include the integration of health and social care and developing the future workforce and leadership (she is a facilitator on the LGA's National Graduate Development Programme). Catherine is a qualified executive leadership coach and is an experienced facilitator and developer of leadership programmes. Catherine joined INLOGOV from OPM, a not for profit research and consultancy organisation, where she managed the organisational development and change work; specialising in local government. Previously Catherine was Deputy Director of the County Councils Network (CCN), which supports and advises chief executives and elected members in multi-tier areas. Catherine managed the policy work for the network; specialising in performance, adult social care, children’s services and partnership and governance. Catherine worked for the Local Government Association for five years, developing and supporting the implementation of national policy. Catherine teaches on the Department’s Masters programmes in Public Management and Public Administration and writes regularly for academic journals and the professional press.

Research Interest

Catherine’s current and recent work includes: ESRC funded knowledge exchange research with Birmingham City Council into the skills and roles for the future public servant. Establishing a national steering group to further develop and implement the work. Additional research has been commissioned by the North West Employers and funded through the ESRC IAA into the skills and roles of the 21st century councillor. Research for Birmingham City Council into the relationships between elected members, officers and partners. Leading the national evaluation of the impact of the 'Just Enough Care' approach on the quality of life of people with learning disabilities across 10 sites (Just Checking) Exploring the issues that prevent effective integrated working between social workers and GPs and developing joint training programme to address these (AHSN West Midlands) Development of national standards for commissioning for better outcomes in adult care (LGA, ADASS and Department of Health). Leading INLOGOV's development and delivery team for the National Graduate Development Programme. (LGA) AHRC funded research into the drivers and barriers to co-production for the Connected Communities programme. Developing an evidence base for the development of out of hospital care (London Borough of Bromley) UK wide evaluation of the impact of Trading Standards services for the Department of Business, Industry and Skills Facilitating a series of four ward based community events to develop concepts of active citizenship and partnership working and co-production approaches within Selly Oak ward. (Birmingham City Council) Facilitating a peer review of entrants to residential care for South Gloucestershire Council and CCGs. Evaluation of the impact of a change programme within residential homes in Birmingham for people with learning disabilities (Co-I Real Life Options) Co-designing and delivering the DH/LGA regional simulation events for Health and Well Being boards (Department of Health and LGA) Development of national standards for commissioning for better outcomes in adult care (LGA, ADASS and Department of Health). Developing and delivering a senior leadership programme for joint health and social care teams in a county council (Lincolnshire County Council)
