Biography

Ms. Kathleen L. Flanagan has been the Chief Executive Officer and President at Abt Associates Inc. of Abt SRBI Inc. since October 1, 2009. Ms. Flanagan served as Group Vice President of Social Economic & HealthPolicy at Abt Associates Inc. She served as a Group Vice President for Domestic Social and Economic Policy of Abt Associates Inc. She joined Abt Associates Inc. in 1983 as a policy analyst and since then has worked on a broad range of policy and program issues. She began her career studying long-term care issues for the Healthcare Financing Administration (now The Centers for Medicare and Medicaid Services). She then worked on employment and training research and evaluation for the U.S. Department of Labor and welfare and housing issues for federal, state and local clients. In 1989,

Research Interest

Ms. Flanagan became Managing Vice President of the Labor Economics Research Area, overseeing research in workforce development andincome security. In 1998, she launched its Housing and Community Revitalization Area and built a team of more than 75 researchers and technical assistance providers, all working on affordable housing andcommunity development policies and programs for a wide range of clients. She serves as a Director of Abt Associates, Inc. Ms. Flanagan received a B.A. in Economics and M.S. in Public Policy from the University of Rochester in New York.
