Biography
David joined the Centre for Customs and Excise Studies in 2017. He has more than 35 years regulatory and enforcement experience spanning practitioner and management roles, having operated at regional, national and international levels. David has experience in operational, policy and legislative needs analysis and training; including whole-of organisation change through capacity building programs in Papua New Guinea and the Solomon Islands in support of whole-of-Government aid delivery. David holds a Graduate Certificate in Fraud Investigations and a Master of International Customs Law and Administration.
