Jurgen Zacny

Biography

Jurgen Zacny is a principal consultant with the Centre for Customs and Excise Studies in the area of Strategic Export Control of defence and dual-use goods. Prior to his retirement from the Australian Public Service, he was the Executive Director of the Australian Government’s defence and strategic goods export licensing authority – the Defence Export Control Office (DECO). He was responsible for the licensing and support operations that ensured exports of military and dual-use goods and technology, were properly authorised and licensed. As an Electronic Engineer and previously, an Army engineering officer, Jurgen was also the Technical Authority for assessing whether goods for export were controlled under Australian legislation. He also conducted training and outreach in export control for government departments and industry. Jurgen managed the benchmarking of the Australian defence export control system and subsequent development of new legislation to bring Australia into line with world’s best practice. He has carried out export control related work for major Australian defence companies and a Middle East country, and is the Unit Convener and lecturer for the Strategic Export Control unit conducted by the Centre for Customs and Excise Studies.
