He has been Senior Energy Consultant, Tetra Tech Ec Inc., an engineering and consulting firm since 2006, Vice President of Permitting and Siting for TransEnergie U.S. Ltd. 2001-2006 specializing in environmental engineering, Associate Attorney, Rubin & Rudman, Boston, specializing in environmental law, General Counsel and Legislative Director of the Massachusetts Department of Telecommunications and Energy, 1992-2001, Hearing Officer for the Massachusetts Energy Facilities Siting Board, 1990-1992, Counsel to the Joint Committee on Energy of the Massachusetts Legislature, 1984-1990, Safe Energy Advocate, MASSPIRG, 1981-1983.
