Francois has a PhD in economics that he prepared at the Centre of Industrial Economics of Mines Paris Tech Graduate School, France. His PhD dissertation deals with energy efficiency policies and is entitled “Investing in energy use and production to mitigate and to adapt to climate change”. Moreover, Francois has a Master’s degree entitled “Economics and Public Policy” from the Political Studies Institute of Paris, Sciences Po. Before joining the Institute, Francois has worked for three years as an environmental consultant for BIO Intelligence Service, a French company member of the Deloitte Group, where he was focusing on issues related to energy efficiency and contributed to around 15 reports for the European Commission (DG CLIMA, DG ENV, and DG ENER); the French Agency for Environment and Energy Management (ADEME); the UK Department for Environment, Food and Rural Affairs (DEFRA); and the United Nations Development Programme (UNDP).
