Biography
Oleg Dvigalev was born on 21 May 1965 on Vitte, an island in the Severomorsk district of the Murmansk region. In 1987, he graduated from the Minsk Higher Engineering Air Defence Missile School. In 2001, he completed the Command and Staff department of the Belarusian Military Academy. He served in various positions in the Air Defence Force. In 2008, upon completion of the General Staff department of the Belarusian Military Academy, he served as chief of staff, first deputy commander of the North-Western Operational Command, Air Force and Air Defence, and chief of the Main Staff, first deputy commander of the Air Force and Air Defence. Since September 2012, he served as Commander of the Belarusian Air Force and Air Defence. Oleg Dvigalev was appointed Chairman of the Belarusian State Military Industrial Committee, following the President’s Decree No. 255 of 18 July 2017.
