Biography
Ph.D. in Entomology and Integrated Pest Management at Mississippi State University (1974). He has experience in Administration, with emphasis on R & D Management and Institutional Building. Professional Experience: 1968-1975: Researcher of the Department of Research and Experimentation of the Zoobotanical Foundation of the Federal District-FZDF. Responsible for research and extension in pest control of insects, mites and weeds. Organizer and curator of the entomological collection of the FZDF. He organized short courses on the pests of the main crops and his control for extension workers at Emater-DF. He was Visiting Professor of the University of Brasilia, teaching Agricultural Entomology. 1975-1976: Deputy Director and Adjunct Professor of the Department of Agronomic Engineering at the University of Brasília-UnB. Coordinator of the department's academic activities, relationship with the private sector and with district and federal government agencies. Responsible for Department R & D activities. Conducted research for the development of IPM in vegetables and cotton. He established field experiments on pest control and assisted cotton growers in Santa Helena-GO. Advised the Ministry of Agriculture on the use and legislation of insecticides. He advised UNB students with a CNPq scientific initiation scholarship. 1976-1981: Researcher III in entomology, in the Decentralized Units (UD) of Genetic Resources and Biotechnology, Cotton and UEPAE of Brasília. 1981-1983: Chief of R & D of Embrapa Hortaliças, chairman of the publications committee, chairman of the cultivar launch committee and coordinator of the National Horticultural Research Program. It promoted cooperation with EMATER-DF, organized and provided courses for extension workers and farmers. Coordinated a program of cooperation with the International Potato Center-CIP, CGIAR. Elaborated the cooperation project with the Japanese Agency for International Cooperation (JICA). Developed a cooperation agreement between Embrapa and the National Institute of Agronomic Research of France-INRA for research on genetic improvement of tomato. 1984-1985: Advisor to the Executive Board of Embrapa. It coordinated the preparation of recommendations and action plans, at the request of the MAPA, to delimit the infested area, containment, control and eradication of the cotton boll weevil, recently introduced in Brazil. 1985-1995: FAO. Senior Officer of the Plant Protection Service, Rome-Italy. Represented the FAO in international forums on R & D for the development of Integrated Pest Management (IPM) in agriculture. He advised government agencies in developing countries on phytosanitary protection policies and R & D on IPM. He led all phases of development, negotiation, approval, funding, implementation, support, review and evaluation of the Organization's IPR R & D projects / programs. He was Technical Secretary of the FAO / UNEP Global Expert Panel on IPM. It organized the first meeting of that Panel in the former Soviet Union. 1995-2002: FAO, Santiago - Chile: Coordinated the FAO-RLAC Phytosanitary Defense activities, with emphasis on the implementation of the International Plant Protection Convention and the Development of the Rotterdam Convention. It supported the establishment of the Latin American Working Group on Entomopathogenic Bacteria, Bacillus thuringiensis, for research and development of bio-pesticides. 2002-2006: Embrapa International Cooperation Coordinator. Represented the President in national and international forums. 2006-13): Consultant in the preparation, negotiation, implementation and evaluation of research and development projects. Technical Director of the company RuralProsper Consultoria Ltda., 2014-present (10/2015): Chief of Embrapa Cotton. It supported the establishment of the Latin American Working Group on Entomopathogenic Bacteria, Bacillus thuringiensis, for research and development of bio-pesticides. 2002-2006: Embrapa International Cooperation Coordinator. Represented the President in national and international forums. 2006-13): Consultant in the preparation, negotiation, implementation and evaluation of research and development projects.
