Civil Engineer, graduated from the Lins Engineering School. From 1975 to 1983 he was a senior planning professional at the Metropolitan Planning Company of Greater São Paulo and participated in the drafting of the Water Supply Protection Law, management of macroplanning projects for water and sewage systems and regional development plans for macro - axis Rio-São Paulo, Baixada Santista and Campinas-Sorocaba. Between 1993 and 1996, he served as Superintendent of Technical Support for Operation of the Metropolitan Region to take care of the management of the metropolitan producer / adductor system, telephone service, central laboratory for water quality control, technical cadastre, development and management of industrial sewage . Between 1983 and 1989, he served as Executive Assistant to the Metropolitan Operation Directorate, coordinating special programs such as the adoption of water rationing plans in the Metropolitan Region due to the severe drought of 1985 and 1994. From 1989 to 1993, he held the position of Superintendent of Maintenance and was responsible for the teams of the central workshop for the maintenance of large electro-mechanical equipment, a hydrometer workshop, emergency civilian maintenance and reservoirs. From 1996 to March 2003, he was Superintendent of Support and Planning of the Metropolitan Vice-Presidency of Distribution to manage the program of reduction and control of losses, automation of water analysis laboratories, digital cartographic system, telephone answering center , computerization of operation programming, network maintenance, hydrometer management, commercial management tools, automation for operation and maintenance, and service agencies.
