Biography
Debbie DeLancey served as Deputy Minister, Health and Social Services (HSS), with the Government of the Northwest Territories from September 2011 to October 2017. Over her more than 20 years’ experience with the GNWT, she served in a number of senior management positions, including acting as a senior advisor to the Executive Council, and Director of Budgeting and Evaluation within the Management Board Secretariat. She was Associate Deputy Minister of Health and Social Services from 2000-2002, Deputy Minister of Municipal and Community Affairs from 2002-2008, and Deputy Minister of Human Resources from 2008-2009. During her tenure with HSS, she led a major operational review of the health and social services system, resulting in an action plan for system reform. As Deputy Minister of MACA, she oversaw the implementation of substantial policy changes resulting in enhanced funding and autonomy for community governments. As Deputy Minister of Human Resources, she led the development of a strategic plan for the GNWT Public Service, and successfully concluded contract negotiations with the Union of Northern Workers. Prior to joining the GNWT, Ms. DeLancey worked with the Dene Nation, coordinating research and advocacy around the Mackenzie Valley pipeline and the Norman Wells pipeline projects; with the Inuit Tapirisat of Canada on a pilot broadcasting project; and with the Fort Good Hope Community Council, where she managed a band-owned consulting firm specializing in participatory action research and traditional knowledge. Ms. DeLancey has a BA in Anthropology from Carleton University and a MA in Assessment and Evaluation from the University of Melbourne.
