Biography

Stéphane Millette obtained a Bachelor of Engineering (Civil) from McGill University after studies in Mathematics and Physics at Concordia University. Prior to joining CEP, Stéphane acquired solid experience in the field of construction pertaining to quality control of materials, construction methods and operations, risk analysis for blasting operations, vibration generating construction operations and deep excavations. This work led to the analysis of the cause and origin of damage claims for infrastructure, structures or buildings of all types. The analysis of these types of claims included soil, drainage, building envelope, structural analysis, construction materials and construction methods in general. Stéphane also acted as a quality assurance representative for Hydro-Québec, Jacques-Cartier and Champlain Bridges Inc., and Québec Ministry of Transport. Most recently, he has gained significant experience in fixed asset management in urban rail transit. As a forensic engineer, Stéphane conducts site investigations in relation to civil engineering, structures (residential, commercial, industrial and agricultural buildings), hydrology (watershed, flooding, drainage) municipal systems (sewer, water, electrical conduits underground, etc.), building envelope, ground movement (foundations, retaining walls, landslide, etc.). His experience in the construction field allows him to analyze and comment on construction methods employed. Stéphane also conducts studies and laboratory tests to validate his assumptions regarding the nature and cause of losses. He then prepares technical reports that can be presented in court, where he has been recognized as an expert witness both in Ontario and Quebec.
