Biography
Mr. Domingue graduated from Polytechnique Montreal with a Bachelor’s degree in Geological Engineering in 1992, and later went on to obtain a Masters in Geological Engineering, Geostatistic and Hydrogeology. The subject of his Thesis was the geostatistical modelling of transmissivity data set to import into MODFLOW software to assess the probabilistic efficiency of the hydraulic trap limiting the migration of the contaminated groundwater plume in the Mercier aquifer, Québec. Since 2007, Mr Domingue has been a manager with different environmental engineering and consulting companies, and managing annual department budget ranging from $2 M to $10 M. The responsibilities associated with the manager role included implementation and monitoring of health and safety programs across the departments, ensuring that the quality management system and procedures are implemented and adhered to, annual budgeting and monthly forecasting, monthly invoicing to clients, reporting financial results to higher management, project delivery (scope, schedule, budget), assigning new projects to team, technical peer review and peer review of deliverables, performance review of staff, hiring/firing staff. Over the 10 years in management role, Mr Domingue managed multi-disciplinary teams (environment, civil, structural, transportation) ranging from 5 to 40 members including project managers, project engineers, field personnel and clerical. During the course of his career, Mr. Domingue has worked on numerous environmental and civil engineering projects and many hydrogeological investigations and has extensive knowledge of Ontario, Quebec, and Federal environmental regulations. Through his experience in the consulting business, he has successfully dealt with public, private and institutional stakeholders on hundreds of projects and has worked extensively in the Eastern Ontario and National Capital Regions. Mr. Domingue has also participated in the creation of guidelines for providing safe drinking water in areas of federal jurisdiction on behalf of the Interdepartmental Working Group on Drinking Water for Health Canada, and authored the Drinking Water Guidelines and Implementation Framework for Canadian Diplomatic Missions, 2006, on behalf of Foreign Affairs Canada.
