Biography
Richard Mantellino is a lieutenant and attorney for the New York City Police Department's Legal Bureau. Professor Mantellino is the NYPD's Record Access Officer and is the Commanding Officer of the Freedom of Information Law Unit where he oversees 15,000 freedom of information requests each year. In his role as a department attorney, Professor Mantellino provides legal counseling to ranking commanders during large scale incidents. He received his Bachelor's Degree from St. John's University in Criminal Justice, his Master's Degree from St. John's University in Criminal Justice Management and his Juris Doctorate from New York Law School. In his twenty years of service, he has worked as an investigator and supervisor in various units within the NYPD including the Street Crime Unit and the Organized Crime Control Bureau where he investigated both violent crimes and internal misconduct.
