Doug Armstrong

Biography

Doug spent over 30 years as senior local government administrator at both lower and upper tier municipalities in Western and Central Ontario.  Owner of a boutique consulting firm where he provides strategic advise on governance and service delivery options.  He is currently a board member and committee chair at the Greater Toronto Airports Authority which operates Toronto Pearson International Airport. Armstrong has developed significant relationships with Officials at the Federal and Provincial levels of Government.  Doug assists the ICA by providing perspective into the business ecosystems of Ontario municipalities. He also spent over twenty years as C.A.O. of the City of Peterborough, and provides us with unique insights into the needs of municipal government executives. This will help us to better collaborate with local governments to facilitate Chinese investors and new business entrants to Canada.
