Biography
An accomplished executive and strategic leader experienced in the fields of information technology, program evaluation, credentialing, and testing, Bob has directed the integration and automation of best practices in examination systems operations, administration, and assessment. He participated in all aspects of the assessment lifecycle including practice analysis, test development, test administration and analysis, and blueprint construction ensuring alignment with the standards for educational and psychological testing. Bob has transformed a variety of paper-based and manual information systems into automated and online systems. He integrated such systems into the internal operations functions and optimized their interactivity. Bob also led multiple teams in the production of commercial software that was sold worldwide to multi-nationals in an Agile environment. He has extensive experience in data mining, aggregation, and optimization of databases. Bob has an MBA and has recently completed the comprehensive examinations for his Ph.D. in Program Evaluation and Measurement. Bob’s solutions help organizations in need of assessing the value of their information systems in terms of optimization, modernization, and consolidation. His evaluation services allow associations, companies, municipalities, credentialing bodies, and educational systems to define their objectives, designs, outcomes, and valuations.
