Biography

Research Overview My research focuses on policy and politics of higher education in Canada. I am interested in the relationships between institutions of higher education and government, the relationships between institutions, and the decision making processes within these institutions. Aside from the formal structures, I am curious about the role played by pressure groups and individuals both inside and outside the higher education community in influencing policy. My newest projects focus on university governance, including a SSHRC-funded national study of university governance and institutional autonomy and a national survey of university senates and senate members. I am also a member of the Canadian research team for the Changing Academic Professions international project that is studying faculty work. My publications include:Governance of Higher Education: Global Perspectives, Theories and Practices (with Ian Austin, 2015); Universities and Regional Development: A Critical Assessment of Tensions and Contradictions (2012); Canada's Universities Go Global; Higher Education in Canada: Different Systems, Different Perspectives; The University and the State: Reflections on the Canadian Experience; Governing Higher Education: National Perspectives on Institutional Governance and Creating Knowledge, Strengthening Nations. Other projects have been sponsored by UNESCO, the Association of Universities and Colleges of Canada, the Bertelsmann Foundation, the Higher Education Quality Council of Ontario, Human Resources and Development Canada, and the Law Society of Upper Canada. In 2007 I was a Visiting Scholar at the Institute for Research in Higher Education at Fudan University, and in 2008 I was an Erasmus Mundi Visiting Scholar at the University of Oslo.
