Biography

 Frank J. Feely Jr. served as chair of the Board of the American National Standards Institute from 1978 to 1979. A member of the Board since 1967, during his tenure as chair, Mr. Feely was instrumental in strengthening the Institute’s national outreach and its participation in international standardization programs. In recognition of his efforts, he was awarded the ANSI’s Howard Coonley Medal in 1982. For more than forty years, Mr. Feely held positions of technical and executive leadership in the petroleum industry. He joined Standard Oil of New Jersey (Esso, later renamed Exxon) in 1940, after graduating from the University of Michigan. As an engineer, he gained prominence through his research on brittle fracture, which led to new industry specifications for storage tanks, pressure vessels and ships. His work on air pollution control devices, evaporation control of gasoline from automobiles, dispersement and control of oil spills was also influential in the petroleum industry. As a result of his technical and management skills, in 1966 Mr. Feely became the youngest person in Esso to be named vice president of engineering. Under his leadership, the organization grew rapidly through the challenges facing the petroleum industry in the 70s. During his tenure, the company successfully opened several new refineries in the Far East, a number of petrochemical plants worldwide and also carried out refinery expansions and upgrades in the U.S., Europe and Japan. Between 1971 and 1974, Mr. Feely had an assignment as manager of the company’s international logistics operations. He later rejoined the research and engineering department, and subsequently became its executive vice president. Very active outside the organization, Mr. Feely was elected to the National Academy of Engineering in 1979. A fellow of the American Society of Mechanical Engineers, he also served as chair of the American Petroleum Institute’s Central Committee on Engineering.
