Biography
Shen Rui Li, born in 1963, Sichuan Huaying people. In 1984, he graduated from Shijiazhuang Railway Institute with a bachelor's degree. He received a master's degree from Southwest Jiaotong University in 1987 and a doctorate in engineering from Southwest Jiaotong University in 1998.
