Biography
Ms. Irastorza is an Associate Director at NERA. Until December 2012 she was Undersecretary of Energy Planning and Transition in Mexico, where she was in charge of the renewable energy and energy efficiency policies as well as long-term planning. Her planning work included developing the National Energy Strategy and producing the Energy Outlooks. Her work resulted in the publication of the mandated methodology to include externalities on the national utility's planning and dispatch processes. In the area of energy efficiency, she led the design and implementation of the large-scale efficient lighting program, replacing more than 45 million inefficient incandescent bulbs (IBs) with more efficient compact fluorescent lamps (CFLs), and worked on the development of corporate average fuel efficiency standards for Mexico. She also led the research and development policy through the management of sectorial funds, with a budget of 400 million dollars.
