Biography

 Jean-Emmanuel Paillon took up the post of Deputy CEO for Administration in November 2014. He was before, since 2013, Chief Officer for Resources and Service Administration at Inria.  Member of General Management, he is to assist the CEO in the organisation and operation of support activities and in the administration of all resources available to the Institute. He will coordinate the budget and the development of the Institute's policy regarding human resources, technical, computing and real estate infrastructure, as well as the development of the information system. The departments responsible for Human Resources, Administration, Finance and Assets, and information systems will report to him. Jean-Emmanuel Paillon has been seconded from the Prime Minister's office where, for a number of years, he occupied the position of Secretary General of the Government Information Service (SIG). He was responsible for coordinating the department's administration operations and the management of resources, as regards human resources, budget planning and implementation, markets and public procurement of communication services. He focused in particular on optimising budgetary and market processes and on evaluating the performance and pooling of support functions. After graduating from the ENA (National School of Administration) in 2002, and before joining the Prime Minister's Office in 2010, he occupied different positions of responsibility in the field of communication within the Ministries of Health and Labour, as well as in the Ministries for the Economy and Finance. He regularly lectures at the ENA and several other universities on project management and communication management.
