Biography
Dr. Finder has more than 40 years of experience supporting utilities, regulators, and state governments in reviews of regulatory approaches, regulatory policy, procurement, revenue requirements, compliance, commission-mandated audits, and regulatory case preparation. He has testified on rate design, revenue requirements, telecommunications policy, nuclear prudence, fuel procurement, and merger review. He has also provided internal audit and other process consulting assistance on construction expenditures (for environmental remediation), affiliate transactions, fuel and purchased power procurement, and regulatory effectiveness. Internationally, Dr. Finder has advised companies on designing new regulations for licensing, customer service standards, purchased power procurement, and non-technical loss reduction. In the US, he has testified to, managed, or supported engagements on regulatory due diligence for mergers and acquisitions, the review of regulatory and compliance management, alternative ratemaking, retail billing accuracy, merger benefits, power procurement, rate design, and class cost of service. In addition, he has evaluated power projects and developed regulations, reports, and testimony for tariffs and other regulatory compliance activities on behalf of governments, commissions, and companies in the US, Eastern Europe, India, and Southern Africa.
