Biography
Born in Dortmund in 1958, studied law and political science in Bonn, Geneva and Freiburg i.Br. 1976 - 81; first (1981) and second (1988) juridical state examination, doctorate (1986) and habilitation (1997) in Freiburg; Lawyer (1988/89), research assistant at the Federal Constitutional Court (1989-92); Scholarship holder of the German Research Foundation (1992-95), professorships in Bielefeld (1994), Frankfurt am Main (1996-97) and Dresden (1997-98), since 1998 university professor for public law at the University of Frankfurt am Main.
