He is working as Chair of Public Law, especially Administrative Law, Faculty of Law, Leibniz Universität Hannover since 10/2006. 2005 habilitation at the Department of Law of the University of Hamburg; Issuance of teaching licenses for the subjects of public and administrative law, administrative science, European law and comparative law; Title of the habilitation thesis: "Competition between States" 2001 Second state law exam in Hamburg 2001 graduated as Magister rerum publicarum at the German University of Administrative Sciences Speyer 2000 doctorate; Title of the dissertation: "New governance model and principle of democracy" 1996 First state examination in Hamburg. 1991 - 1996 Funded by the Studienstiftung des Deutschen Volkes Kurt Hartwig Siemers Prize 2000 of the Hamburgische Wissenschaftliche Stiftung (for the dissertation and other scientific achievements) Prize of the University Association of Speyer University 2001 as the best-in-class headphone host of the German University of Administrative Sciences Speyer (group of German students)
