Biography
Paul Higgins joined City University in September 2008. He teaches in the areas of public sector management, human resource management and research methods. His current research focuses on three main areas: quality of life in an East-West context, the workplace relevance of professional standards to practitioners and the changing role and impact of regulatory bodies monitoring the outcomes of public services. Paul is currently engaged in a collaborative ESRC/RGC (bilateral) research project examining the professionalization of human resource management in Hong Kong and the United Kingdom.
