Biography
Over the past two decades, over 150 non-governmental organisations (NGOs) and international organisations (IOs) such as the UN have worked to deliver humanitarian and development assistance to the Democratic People's Republic of Korea (DPRK, also known as North Korea). However, it is difficult to engage in humanitarian action in the DPRK. Issues of access are paramount – the nature of the North Korean state requires both UN agencies and NGOs to engage in negotiations with the DPRK regime in every step of their work from needs assessments to evaluations. In order to even attempt to implement effective programmes, groups must have effective negotiations. My research seeks to explain why some groups are able to negotiate access that they find adequate to do their work, and why some are not. I plan to examine the issue by analysing both the behaviour of the DPRK regime and the organisational structure and strategies of humanitarian groups
