Biography

Prof. Kisilowski’s research interests include theory of regulation, nonmarket strategy, public management, and non-dogmatic approaches to public law. He received his doctorate in law and master’s in law degrees from Yale Law School, M.P.A. in economics and public policy from Princeton University’s Woodrow Wilson School of Public and International Affairs, and M.B.A. with distinction from INSEAD. He also holds another Ph.D. and M.A. in law from Warsaw University. Since joining CEU, Prof. Kisilowski has established and directs the Initiative for Regulatory Innovation - a research center focused on finding creative solutions to regulatory problems in Central and Eastern Europe (you can learn more about IRI by visiting its website). He also designed and teaches a number of graduate and executive classes, including Legal, Political and Policy Environment of the Market (LPPE) – a course that integrates tools of legal, political-economic, and policy analysis to help MBA and EMBA participants strategically manage their interactions with governments. This practical, problem-oriented approach evolved from his multidisciplinary graduate education, but also from an earlier experience in his native Poland, where he co-founded and managed a number of educational NGOs. Prof. Kisilowski has consulted numerous public, nonprofit, and business organizations, including ministries, regulatory agencies, local governments, think tanks, and professional service firms in Central and Eastern Europe and beyond. He is the author/editor of two books, including Free Market in Its Twenties: Modern Business Decision Making in Central and Eastern Europe, published in 2014 with the foreword of George Soros. His recent articles appeared in Law and Social Inquiry and International Business Review.
