Biography
Declan has been advising clients in the banking and aircraft leasing sectors for over 25 years on transactions, business planning, restructuring and operational and regulatory issues. He was seconded to the Department of Finance during the financial crisis to provide restructuring and recapitalisation advice. Declan chaired a Government review group on mortgages arrears – often referred to as the "Keane report". Declan was central to the management of IBRC during its liquidation where inter alia he re-established and chaired the key governance committees include the senior management committee, ALCO and the retail credit committee.
