Biography
Dr Noor Rosly Hanif is currently an Associate Professor at the Department of Estate Management, Faculty of Built Environment, University of Malaya (UM), Kuala Lumpur. He was the Dean of the Faculty of Built Environment UM from 2009 to 2014. He is also a professional registered Valuer and Estate Agent with The Board of Valuers, Apparisers & Estate Agent Malaysia, Fellow Member of Royal Institution of Surveyors Malaysia (FRISM) Malaysia and Member of the Royal Institution of Chartered Surveyors (RICS) United Kingdom. He has been appointed as Visiting Professor to four (4) China Universities; Jiangsu Normal University (2014), China University of Mining and Technology (2013, 2014 & 2016), University of Nanjing Jinling College (2016) and Nanjing University (2015, 2016 & 2017). He has been appointed as Chief Scientist of laboratory of Rail Transit Metrological and testing Xuzhou City Metrological Verificationand Testing Centre, China (from 2016), as an External Examiner of University Tunku Abdul Rahman (UTAR)(2016-2017) and Board of Academic Governance INSPEN Ministry of Finance Malaysia (from 2015). He is the Examiners of professional exam papers for the Board of Valuers, Apperaisers and Estate Agents, Malaysia (since 2010) and The Royal Institution of Surveyors , Malaysia (from 2007). He has also been invited to give a special lecture in a Public Seminar at the University of Hong Kong (2015) and annual APNHR research meetings here (since 2013). Dr Noor Rosly is also an expert panel for Malaysian Qualifications Agency (MQA) to accreditate new programs in Real Estate and Urban Planning in Malaysia since 2010. He received his PhD in Negotiations in Land Development Process from the University of Dundee, Scotland. He has extensive research and consultation experiences in Urban Studies and Housing and has published his works in refereed professional and academic journals as well as book chapters. His ongoing researches are in affordable housing, waqf development, urban heat island, Ageing shelter needs and auctioneering. His highest achievement was producing the first Malaysia House Price Affordable Index 2013-2014 for Sime Darby Property Berhad under a consultation arrangement. His views and opinions were published in local newspapers. He has appeared in local TV Station (2013 & 2014) and international Korean TV Stations in 2013 giving his views and sharing his findings. Prior to joining University of Malaya in 1997, he served as Assistant Director and Valuer at the City Economic Planning Unit and the Valuation & Property Management Department, City Hall of Kuala Lumpur for 11 years.
