Biography

Dr. Wilfrido V. Villacorta was the Philippine Ambassador and Permanent Representative to the Association of Southeast Asian Nations (ASEAN) from 2011- 2012, and Deputy Secretary-General of ASEAN from 2003- 2006. He was a delegate to the 1986 Constitutional Commission that framed the present Philippine Constitution. He has now reassumed his position as Professor Emeritus of International Relations and University Fellow at De La Salle University in Manila, where he also served as Dean and Senior Vice President. He was President of the Yuchengco Center, a research center based at De La Salle University. He received his bachelor’s in Political Science at the University of the Philippines. His M.A. and Ph.D. in Politics, major in International Law and Relations, were both earned at the Catholic University of America, Washington D.C. He benefited from the consortium at that time with Georgetown University, Johns Hopkins School of Advanced International Studies, George Washington University and American University. He was a Woodrow Wilson Foundation dissertation fellow and conducted his doctoral research in Southeast Asia and the United Nations. He took the executive course in Management Development Program at the Asian Institute of Management. Dr. Wilfrido V.
