Biography
Neil Miller is a Senior Director with Alvarez & Marsal Insurance Advisory Services in Washington, D.C. He is a solutions-oriented insurance regulator, with a record of national leadership on financial and troubled company issues. Before joining A&M, Mr. Miller had more than 19 years of experience in the financial solvency regulation of insurance companies, most recently as the chief financial regulator for the State of Maryland. He has over 30 years of cumulative experience in government as a regulator and auditor. As Associate Commissioner of Examination and Auditing for the Maryland Insurance Administration, Mr. Miller was responsible for ensuring the continued solvency of the insurance industry in Maryland. Leading a staff of over 40 financial examiners, financial analysts and other professionals, he managed Maryland’s financial examinations and analyses of domestic insurers and other entities, as well as the company licensing process. He also oversaw the collection of premium taxes, retaliatory taxes and surplus lines taxes. His accomplishments included leading the implementation of Maryland’s risk-focused surveillance process and implementing the provisions of the Non-admitted and Reinsurance Reform Act in Maryland. Mr. Miller was responsible for the review of the most complex transactions related to insurers regulated by Maryland, including restructurings, troubled company workouts, rehabilitations and receiverships, mergers, and acquisitions. He also served as a member of the Insurance Commissioner’s senior staff, advising on all financial solvency matters. At the national level, he represented the Insurance Commissioner on significant financial working groups of the National Association of Insurance Commissioners, including the Solvency Modernization Initiative Task Force, Examination Oversight Task Force, and Accounting Practices and Procedures Task Force, and chaired the Surplus Lines Financial Analysis Working Group. He also represented the International Association of Insurance Supervisors on the Financial Stability Board’s Workstream on Other Shadow Banking Entities. Earlier, Mr. Miller served as Maryland’s Chief Financial Analyst for over ten years and Assistant Chief Examiner for over six years. Earlier, he was an auditor with the Maryland Office of Legislative Audits, responsible for the planning and administration of compliance, performance, data processing and opinion audits of major governmental entities. A graduate of Loyola College of Maryland with a degree in accounting, Mr. Miller is a Certified Public Accountant and a Certified Financial Examiner. He has been active for many years in the Society of Financial Examiners, including serving on the Society’s Executive Committee during 2010 and 2011, and serving as president of the society’s Maryland chapter.
