Biography
Professor and Director of the Faculty of Medicine of the University of Coimbra, of which he is also President of the Scientific and Pedagogical Councils. He is also a visiting professor at the Faculty of Health Sciences at the University of Beira Interior and has been a visiting professor at several other Portuguese, European and South American universities, as well as at the University for Peace of the United Nations. He is currently the President of the European Council for Legal Medicine, the Advisory Forensic Council of the Prosecutor of the International Criminal Court, the Ibero-American Network of Forensic Medicine and Forensic Sciences Institutions, the Portuguese Association for the Evaluation of Bodily Injury, of Specialists in Assessment and Repair of Bodily Injury and Coordinator of the Competence in Assessment of Corporal Damage of the Order of Physicians. He presided over the International Academy of Legal Medicine, the International Association of Forensic Sciences, the World Association of Police Doctors, the Mediterranean Academy of Forensic Sciences and the Latin American Association of Medical Law. He was also Director of the Forensic Tanatology Service of the Institute of Legal Medicine of Coimbra, Director of the Institute of Legal Medicine of Coimbra, He is the representative of Europe in the subgroup of Legal Medicine of the International Forensic Summitt and President of Thematic Federation of Legal and Forensic Medicine of the European Union of Medical Specialists. He serves on the Executive Committee of the Forensic Pathology and Anthropology Working Group of the Interpol Standing Committee on Identifying Victims of Mass Disasters and the Advisory Committee of the Humanitarian and Human Rights Resource Center of the American Academy of Forensic Science. He is also a member of the Scientific Council of the European Institute for Training in Assessment and Repair of Bodily Injury in Paris and the expert group of evaluators of the European Science Foundation and is the Coordinator of the Center for Forensic Sciences. He is a specialist in Legal Medicine (with the degree of Head of Service) and in Occupational Medicine by the Order of Physicians and holder of Competences in Health Services Management, Body Damage Assessment, Social Security Medical Examination and Experimental Pathology, Doctor's order. He has served as a Forensic Consultant within the United Nations High Commissioner for Human Rights, the International Committee of the Red Cross and as a member of the International Expert Group of the International Council for the Rehabilitation of Victims of Torture. He was, among many other functions, a member of the National Council of Ethics for Life Sciences, the National Council of Ethics and Medical Deontology of the Order of Physicians and the National Commission for Civil Protection of Portugal, President of the College of Order of Physicians of Portugal, President of the Department of Medical Education of the Faculty of Medicine of Coimbra, etc. He has published more than 250 articles in scientific journals, is editor or co-editor of 8 books and author or co-author of more than 40 chapters in several books and presented as author or co-author more than 1,000 papers in scientific meetings. He is a member of the Editorial Board of the main international scientific journals in the field of Forensic Medicine and Forensic Sciences and national journals from 12 countries on five continents. He has lectured more than 500 conferences outside Portugal, in European, Asian, African, Middle Eastern, Australasian, and the whole American continent. Received 15 scientific awards in Portugal and abroad. He was distinguished with 18 awards and honors attributed by the media, scientific societies, universities, municipalities and governments of European, Asian, African and North, Central and South American countries. It was awarded in 2014 with the most prestigious international award in forensic science: the Douglas Lucas Medal Award from the American Academy of Forensic Sciences. He is Academic of Number of the Portuguese Academy of Medicine, occupying the chair nº 11, and Honorary Academician of the Real Academy of Medicine of Granada (Spain) and of the Academy of Medicine of Uruguay. He has worked as a forensic specialist in several international missions in Europe, Latin America, the Middle East, Africa, Australasia and Asia, especially in the field of human rights, under the auspices of the UN, International Red Cross, European Commission, Amnesty International, etc. (Iraq, Palestine, Ukraine, Libya, Egypt, Paraguay, Nigeria, Moldova, Mexico, Kazakhstan, Colombia, Indonesia, Morocco, Kosovo, Kyrgyzstan, Brazil, Tajikistan, Papua New Guinea, Greece, Jordan, Bosnia and Herzegovina, Macedonia, Argentina , Bahrain, Mali, Ghana, Tunisia, Georgia, etc.). It has also integrated multiple working groups and commissions at national and international levels.
