Constantin Mugur Isărescu (Romanian pronunciation: [ˈmuɡur isəˈresku]; born 1 August 1949) is the Governor of the National Bank of Romania, a position he held since September 1990, with the exception of an eleven months period (22 December 1999 to 28 November 2000), during which he served as Prime Minister of Romania. He is a member of the Romanian Academy. He wrote informative notes before 1989 using the pseudonim "Manole" for Ceausescu Internal Secret Service Securitate regarding work colleagues and foreigners. He is using a loophole in the 2008 legislation in order to avoid being formally accused (a sample of the CNSAS informant file in Romania Libera Newspaper, March 2017 [7]
