Biography

In 1982 he graduated from the Tyumen Civil Engineering Institute with a degree in civil engineering, specialization in Industrial and Civil Engineering, in 2001 he graduated from the Finance Academy under the Government of the Russian Federation with a degree in finance and credit. He has a degree in economic sciences.
