Chairman of the State Committee on Pricing Policy - Regional Energy Commission of the Republic of Sakha (Yakutia) to 2014. Was born on September 23, 1949 in the village. Ynykchan in the Ust-Maysky District of the Yakut Autonomous Soviet Socialist Republic. Graduated in 1972 Irkutsk State University. AA Zhdanov in the specialty "Russian language and literature", philologist, in 1983 - Novosibirsk Institute of National Economy, specializing in "Planning of the national economy", economist.
