Biography

Steven Feldstein is a nonresident fellow in Carnegie’s Democracy and Rule of Law Program, where he focuses on issues of democracy, human rights, governance, rule of law, political reform, security, emerging economies, and Sub-Saharan Africa. Feldstein most recently served as a deputy assistant secretary in the Democracy, Human Rights, and Labor Bureau in the U.S. Department of State, where he had responsibility for Africa policy, international labor affairs, and international religious freedom. Previously he was the director of the Office of Policy at the U.S. Agency for International Development (USAID), providing high-level policy guidance on emerging issues and priority areas. He has also served as counsel on the U.S. Senate Committee on Foreign Relations, where his portfolio included oversight over all U.S. foreign assistance agencies, budgets and programs, State Department management and operations, and UN organizations. Feldstein has previously worked at the U.S. Department of State as a special assistant to the under secretary for economics; as a presidential management fellow at USAID; as a Princeton-in-Africa fellow for the International Rescue Committee in Rwanda; as an adviser for the Keough School of Global Affairs at the University of Notre Dame; and as an adjunct professorial lecturer at American University’s School of International Service.
