Dr. Maxim Balashov

Biography

Maxim Balashov heads the Directorate for Work with Natural Monopolies since October 2012. He is responsible for the formation and implementation of the Company's strategy in the field of energy supply and rail transportation, reducing the cost of acquiring energy resources and transporting goods by rail, improving the efficiency of energy supply and rail transportation. In 2010-2012, Maxim Balashov was the head of the electric power department of the Department of Industry and Infrastructure of the Government of the Russian Federation. In 2008-2010, he was Acting Director of the Department, Deputy Director of the Department of the Ministry of Energy of the Russian Federation. In 2004-2008 he was Deputy Director of the Department of Structural and Investment Policy in Industry and Energy of the Ministry of Industry and Energy of the Russian Federation. In 2002-2004 - Head of the Department of Electric Power Industry of the Department for Restructuring Natural Monopolies of the Ministry of Economic Development of the Russian Federation. In 2000-2002 - leading specialist, chief specialist, consultant in the power and gas industry department of the Property Department of the Ministry of Property of the Russian Federation. In 1994-1999 he worked as the Financial Director of JSC "Trade House" Asia ". In 1993-1994 - Commercial Director of Garant. Honorary worker of the fuel and energy complex. Maxim Balashov graduated from the Power Engineering Faculty of Moscow State Technical University. Bauman and the Accounting and Auditing Department of the Central Interindustry Institute for the Enhancement of Qualifications (CIPPS) in cooperation with the Institute of Economics and Business (INEP).
