Graduated in 1980 from Dagestan State Medical Institute getting specialization in General Medicine. From 1989 to 1991 had clinical residency in Ophthalmology at Leningrad Refresher Medical Institute. Worked as a GP at Grozny Polyclinic No 1. From 1982 — at Leningrad Polyclinic No 53. From 1983 was appointed as an Ophthalmologist at the same Polyclinic. From 1989 to 1991 — a Clinical Resident in Ophthalmology at Leningrad Refresher Medical Institute based at Eye Clinic No 7. Also worked at the City Diagnostics Centre. From 2004 was in charge of the Ophthalmologic Department of the Central Consultative Polyclinic of the Military Medical Academy. From 2007 — Deputy Chief of the Polyclinic in consultations and diagnostics. From 2013 — Ophthalmologist at Excimer Clinic St.Petersburg. For over 20 years Dr. Bessmeltseva has been a member of St.Petersburg Ophthalmology Society, where she had made a few presentations.
