Biography
In 1992 he entered the Law Faculty of Moscow State University named after MV Lomonosov, which he graduated in 1997. In 1997-2001, studied in correspondence postgraduate study of the named faculty on chair of the ecological and land law. In 2011 he defended his thesis on the theme "Permitted use of land." In the years 1997-2000. worked in the department of the Minister of the Government of Moscow on environmental management and environmental protection in positions of leading specialist, chief specialist, advisor. State civil servant of the city of Moscow 7 class. In 2000-2002, - expert consultant of the state institution Center for Environmental Protection and Environmental Services. From December 2002 to January 2010 he worked as a leading legal adviser, deputy director of the direction "Real Estate Reforms" of the Institute for Urban Economics. He was engaged in the development of town planning and land legislation, development of the real estate market. From January 2010 to August 2014, he replaced the post of Director of the Department of Normative Support and Development of Self-Regulation of the National Association of Builders. In 1998-2001, part-time worked in the Finance Academy of the Russian Federation. I read courses "Fundamentals of the Law of Russia", "Legal Regulation of Entrepreneurial Activity"
