Biography
He was born on January 22, 1957 in the village Petrovschizna of the Shirvint district of the Lithuanian SSR. After graduating from high school in 1975, he was drafted into the Soviet Army. During the service he graduated in 1983, a full course of external courses in the program of secondary military educational institution in the specialty of command general military at the Higher Political School of the USSR Ministry of Internal Affairs. 60th anniversary of the Komsomol (Leningrad).
