In 1985, Siluanov graduated from Moscow Finance Institute with a degree in finance and credit.In 1994, he received a PhD in Economics. His dissertation was entitled, “State fiscal policy during the transition to a market economy.” He awarded with Russian Federation Presidential Certificate of Honor,Letter of Gratitude from the President of the Russian Federation for achievements in the fields of economics, finance, and for many years of diligent work,
