Andrey Balatsenko

Biography

 Andrey Balatsenko was born on September 10, 1965 in the village of Peleduy in Lenskiy District of the Yakut Autonomous Soviet Socialist Republic. In 1987 he graduated from the Novosibirsk Electrotechnical Institute of Communication with a degree in Automated Telecommunications. He began his career in the industry in 1987 as an engineer in an operations laboratory of a line unit in the Blagoveschensk city telephone exchange in Amur Region, working his way up to head of line unit. From 1997 to 2001 he held the position of chief engineer of the Blagoveschensk city telephone network of OJSC Amursvyaz, before working as director of the company’s Blagoveschensk telephone and telegraph network from 2001 to 2002.

Research Interest

 From 2002 to 2004 Andrey headed the Blagoveschensk telephone and telegraph network of the Amur Branch of OJSC Dalsvyaz, and in 2004 became the Branch’s 1st deputy director and technical director. From 2005 to 2009 Andrey worked as deputy general director and director of the Kamchatka Branch, director of the Sakhalin Branch and director of the Primorsky Branch of OJSC Dalsvyaz. In June 2009 he was appointed general director of OJSC Dalsvyaz, and in April 2011 became Vice President and Director of the Far Eastern Macroregional Division of OJSC Rostelecom. In September 2013 Andrey Balatsenko was appointed Vice President of OJSC Rostelecom and Director of its North-West Macroregional Division.
