Biography
Roman Shulginov was born on April 6, 1975 in the town of Maryina Gorka in Minsk region. In 1996 Roman received his first higher education degree as a teacher of English and German, graduating from Pyatigorsk State University of Linguistics. After that Roman graduated from Northern Caucasus State University of Technology where he studied finance and credit, and received his Ph.D. degree from Saint Petersburg State Polytechnical University. In 2016 Roman was granted a diploma of an expert in public and municipal administration from the Russian Presidential Academy of National Economy and Public Administration. Since 1998 and for six years Roman was Head of Customer Service with CJSC StavTeleSot (NC GSM). In 2004 he became Sales Director for the Northern Caucasus of OJSC Vympelcom (Bee-line), then since 2010 he was Area Director for Siberia of OJSC Vympelcom, and then continued his career in senior management positions in telecom and power industries.
Research Interest
Since October 2015 Roman was Department Director of PJSC Rosseti responsible for development of corporate and production automated management systems. In June 2017 Roman was appointed Vice President for Service Platform of Rostelecom.
