Mikhail Kopeikin

Biography

Mr. Mikhail Kopeikin has been a First Deputy Chief of Staff at the State Duma of the Federal Assembly of the Russian Federation since 2014. Mr. Kopeikin is a Professor at the Higher School of Economics. He is a Class 1 Active State Advisor of the Russian Federation. He was Department Head, Deputy Chief of Staff of the Russian Government, Head of the Economic and Property Management Department and Deputy Chief of Staff of the Russian Government from 1996 to 2008. He was a Deputy Department Head, Subdivision Head, Department Head, Supervisor – Economic Reform Package Implementation, Head of the Department of Economic Reform and Board Member at the Ministry of Economics of the Russian Federation from 1992 to 1996. He was a Subdivision Head, Department for Market Relations and Economic Legislation at the Ministry of Economics from 1991 to 1992. Mr. Kopeikin was a Subdivision Deputy Head, Department for Streamlining Planning Mechanisms and State Plan Implementation, State Planning Committee of the USSR from 1989 to 1991. He was an Engineer, Senior Engineer, Group Supervisor and Deputy Head of the Technical and Economic Department at the Institute for the Design of Heavy Chemicals Plants from 1976 to 1989. He serves as the Chairman of the Board of Russian Development Bank. Mr. Kopeikin serves as a Vice Chairman of the Board at Vnesheconombank (Russian state bank). He serves as a Director of First Iron Group, PLC. He serves as a Member of Supervisory Board of Open Joint Stock Company RusNano. Mr. Kopeikin serves as an Independent Member of the Supervisory Council of CJSC VTB Bank (Belarus). He served as the Chairman of the Board at Bureau of Economic Analysis (BEA) Foundation; Chairman of the Supervisory Board at Russian Bank for Small and Medium Enterprises Support; and Chairman of the Board of Directors of International Fund to Support Russian Entrepreneurship. He served as a Member of the Board of Directors at the Montreal Group. He was Board Member and Deputy Chair of Bank for Development and Foreign Economic Affairs (State Corporation Vnesheconombank) from 2008 to 2014. He served as an Independent Member of Supervisory Council at JSC VTB Bank from June 19, 2014 to June 26, 2015. He was a Supervisory Board Member at Foundation for the Promotion of Small Research and Technology Enterprises; Russian Foundation for Technological Development and Foundation for Infrastructure and Education Programs. He received Honorary title “Merited Economist of the Russian Federation” (2000); Honorary Certificate of the Government of the Russian Federation (2002); Letter of acknowledgment of the Government of the Russian Federation (2003); Honorary Certificate of the Russian Government’s Executive Office (2004); Order of Merit (2004); and Order For Merit to the Fatherland, 4th class (2008). Mr. Kopeikin graduated from the Ordzhonikidze Institute of Management, Moscow in 1976. He is a Doctor of Economics.
