Member of the Public Council of the Saratov Regional Duma, member of the editorial board of the magazine "Road Power". 1986 - graduated from the Faculty of Mechanics and Mathematics of the Saratov State University named after N.G. Chernyshevsky. He began working in the Research Institute of Technology. 1992 (April 21) - the dissertation council of the St. Petersburg State Technical University awarded the degree of candidate of technical sciences. 1997 (June) - the scientific degree of candidate of technical sciences was approved by the State Higher Attestation Committee of the Russian Federation. 1997 (July 11) - the decision of the Higher Attestation Commission awarded the degree of Doctor of Technical Sciences.
