Biography
Oleg was born on 13 September 1968 in Tatischevo village, Saratov region. In 2000 he graduated from Moscow State Academy of Law with a degree in Law; in 2002 he received a degree in Finance and Credit from the Finance Academy at the Government of the Russian Federation. He has been trained at the Military Institute of the Defence Ministry.
