Biography

 Gutenev Vladimir Vladimirovich - First Deputy Chairman of the State Duma Committee of the Federal Assembly of the Russian Federation on Economic Policy, Industry, Innovative Development and Entrepreneurship. He graduated from the Novocherkassk Engineering Reclamation Institute. Doctor of Technical Sciences. 2001-2009 - Professor of the Department of Management of Social and Environmental Systems of the Russian Academy of Public Administration under the President of the Russian Federation. 2007-2009 - Referent of the Director General of FSUE "Rosoboronexport". 2009-2011 - Adviser to the General Director of the State Corporation "Russian Technologies". In 2011 he was elected to the State Duma of the Federal Assembly of the Russian Federation. In 2012, the decrees of the President of the Russian Federation are included in the State Commission for Chemical Disarmament and the Commission for the Development of General Aviation.
