Biography
Sergey was born on 17 September 1953 in Moscow. In 1978, he graduated from the All-Union Correspondence Law Institute with a degree in law. In 1984, from the Moscow Ordzhonikidze Institute of Management with a degree in economy and management. In 1988, completed graduate courses of the USSR State Planning Committee.
