Biography
Hans Dekker is president of the Infrastructure business line for Fluor Corporation. He is responsible for numerous markets including alternative energy, aviation, bridges, commercial and institutional, ports and marine terminals, rail and transit, telecommunications, and toll roads and highways. Previously, Mr. Dekker served as vice president of Quality & CPI for Fluor Corporation. He was responsible for the overall integrated (engineering, procurement / supply chain, fabrication, and construction, including where applicable, commissioning and start-up) quality assurance and continuous performance improvement through the life cycle of all projects executed within Fluor’s commercial business lines of Power, Infrastructure, Mining & Metals, Industrial Services, Energy & Chemicals (E&C) Americas, E&C EAME and E&C Asia Pacific. Mr. Dekker has been with Fluor for 22 years. Prior to his position as vice president of Quality & CPI, he served as vice president EAME operations and Global Rail for the firm's Infrastructure business line. He served as director on the board of joint venture partnerships and special purpose entities associated with joint execution or non-recourse finance of major infrastructure projects and programs. His responsibility included infrastructure’s Program Management Consulting (PMC) business operations in Saudi Arabia, Qatar, Abu Dhabi, and China. In 1992, Mr. Dekker started his career within the Energy & Chemical business segment where he gained extensive experience in system engineering, process controls, project management, construction and general management for a wide range of projects in locations and offices in Europe and the U.K. After a three-year international assignment in Aliso Viejo, California as testing and delivery director for the firm’s SAP implementation, he joined the Infrastructure business line in 2002. As project director, he has held full responsibility for the execution of major lump sum turnkey projects often executed in joint venture arrangements, taking account of the whole life cycle implications for the projects. Projects included rail, highways, and offshore wind in Germany, The Netherlands, and the U.K. For Infraspeed BV, which was involved in the finance, design, construction, and maintenance of The Netherlands High Speed Rail Line Project, Mr. Dekker serves as CEO and board member. In addition, he is managing director of the Dutch infrastructure operations for Fluor, and director for Seagreen Wind Energy Limited, a joint venture for the development of offshore wind farms located off the east coast of Scotland. Mr. Dekker also previously managed the engineering functions of Fluor’s operations center in Bergen op Zoom, The Netherlands and led the human resource disciplines for Europe and the U.K. Mr. Dekker has a master's of science degree in systems & control from Delft University of Technology, The Netherlands, faculty of electrical engineering. He is also a graduate of the Thunderbird University’s International Management Program and of the Leadership at the Peak program at the Center of Creative Leadership in Colorado Springs, Colorado.
