Biography
Born in Valencia, Spain, in 1942. Ph. D. in Chemistry by the University of Valencia and Research Scientist for the Spanish Council for Scientific Research (CSIC). From 1965 to 1985 he carried out his research activities in the CSIC Agricultural Chemistry and Food Technology Institute (IATA), in Valencia, in the biochemistry and technology field, post-harvesting of cereals, with special reference to the rice and baking processes. As a result of this work has been the publication of more than 50 research works, monographs and communications, as well as the participation in three patents and numerous contracts with companies. From 1979 to 1984 was appointed Director of IATA. Afterwards he took up the Delegation of the CSIC in the Community of Valencia and belonged, until 1985, in the Scientific Commission of the CSIC. From 1985 to 1989 he was Vice-president of the CSIC. From 1990 to 1995 he collaborated with the Spanish Inter-ministerial Commission of Science and Technology (CICYT), General Secretary of the R+D National Plan, assuming the following responsibilities: National Program of Science and Food Technology Manager; General vice-secretary of Cooperation and National Scientific Coordination; Advisory member of the Secretary General. From October 1995 to December 1997, he continued collaborating with the National Plan as General Secretary Adviser, taking care specifically of the scientific management of the oceanographic vessel "Hespérides", like Secretary of the Management Commission. In August 1995 he rejoined the Mediterranean Institute of Advanced Studies (IMEDEA) in Palma de Mallorca, joint center of the CSIC and the University of the Balearic Islands, named Director in May 1996 until May 1999. From August 1999 to July 2003 he joined the Balearic Islands government as General Director of Research, technological development and innovation. In July 2003 he rejoined the Mediterranean Institute of Advanced Studies, in projects related to R+D public policies and innovation and, specifically, to innovation in the tourist sector. Since 1999 he belongs to the scientific staff of the Institute for Innovation and Knowledge Management (INGENIO), joint institute of the CSIC and the Polytechnical University of Valencia. From October 2006 to May 2010, was General Director of de Spanish Institute of Oceanography, of the Ministry of Science and Innovation.
